1- Senior-Contracts Specialist
Duties and Responsibilities
- Full understanding of corporate and departmental governance, Contracts & Procurement manuals and policies and procedures, Local Content Policies, Tender Committee processes, Requisition to pay processes, and related processes and procedures.
- Sound problem-solving skills with the ability to overcome unforeseen obstacles safely and efficiently
- Excellent communication skills with the ability to liaise with people at all levels and from diverse backgrounds
- Develop a sound business strategy and the financial and legal terms in contracts
- Ensure that contract terms are consistent with local regulations, laws, standards, corporate procurement policies, governance and guiltiness, and cooperative contracting strategies. Align with the legal and financial guidelines established by MDO or any relevant associated organization.
- Development and maintenance of analytical tools to support contracting strategies.
- Lead the development, promotion, and continuous improvement of local content, LDI, and developing of the local Omani market in MDO’s contracts.
- Assure & sustain the Local Market Development Strategy while maintaining the company’s long-term commercial position.
- Develop and share best practices, work processes, systems, and tools, based on experience gained in a portfolio of independent projects.
- Facilitate the tendering process by preparing tender documents, prequalification documents, and bidder’s selection and evaluation.
- Design/standardize the company agreements and contracts and assure that all required terms and conditions are included.
- Assure contracts are managed effectively to deliver quality and value for money. Certify interim and final payment certificates in conjunction with the contract budget.
- Manage contractual aspects during the contract related to suppliers, contractors, and consultants, including claims management.
- Development of specific and ad hoc schedules required to manage tender and contractual timelines and manage actions to meet these schedules.
- Maintain contractual records and documentation and control all contract correspondence, contractual changes, status reports, and other documents for all projects.
- Maintain and implement ICV requirements in the contracts and align with OIA ICV guidelines and procedures
- Develop and implement procedures for contract management and administration. As appropriate, contribute to or influence company policies.
- Identify specific risk mitigation measures; such as requirements for insurances, bonds, and guarantees, etc., document, in a proper fashion, in all contracts, all related requirement, in accordance with local rules, regulations, laws, corporate policies and procedures, best practice, local and international, to mitigate risk to MDO in all contracts and monitor and manage implementation by all parties.
- Work with the end-user and other MDO and all related organizations as may be required to identify all contractual risks and develop mitigation measures that will be contractually incorporated into relevant contracts.
- Work with corporate finance to ensure adherence to broader finance and risk requirements such as funding requirements, billing and approval policies, etc.
- Support Development and Procurement Departments as may be required.
- Ensure that signed contracts are communicated to all relevant parties to support implementation and provide contract visibility, awareness, and interpretation.
- Manage and handle claims and contract variations.
- Monitor transaction compliance (milestones, deliverables, invoicing etc.)
- Manage and ensure contract close-out, final account, and extension or renewal.
- Effectively complete a knowledge transfer plan for growing and developing team members and streamlining personnel changes.
- Ensuring compliance with company safety policies and procedures.
- Contributing to the development of a safety culture.
- Maintaining an up-to-date awareness of all relevant safety requirements and policies.
2-HR Specialist
Duties and Responsibilities
- Assist in the development of human resource policies, plans and programs in consultation with key stakeholders which will assist the achievement of MDO’s business plans and strategies and in line with vision and mission of the company.
- Assist in the development of an efficient talent management framework for the company, including succession planning, Omanisation, career development, employee retention and competence development and performance management for the efficient career management plan for all staff.
- Assist in the development of annual departmental budgets and perform periodic cost and productivity analysis to ensure optimal productivity and return on investment.
- Review and recommend changes to organizational structure in consultation with respective stakeholders to ensure compliance with company’s overall strategic objectives.
- Assist in the manpower planning process and in consultation with manpower team work towards rationalizing the existing manpower to meet present and future human resource and business needs.
- Provide management consultation on handling key employee issues like high level employee grievances and trade unions to ensure effective problem resolution at all levels.
- Protect the interests of employees & the company’s HR policies & procedures to ensure it is in accordance with country’s Laws & Regulations.
- Ensure employee annual performance appraisals are conducted and reviewed as per the policies and procedures.
- Address performance issues and development needs of employees by working closely with managers of respective departments and providing effective solutions.
- Prepare reports required by managers while conducting performance appraisal in order to make decisions related to employee performance in their team.
- Creating learning and development programs and initiatives that provide internal development opportunities for employees.
- Process employee monthly payroll and respond to employee inquiries regarding payroll issues.
- Act as a focal point for the internal and external HR audit by providing required documents to the auditors and explaining key processes wherever required showcasing compliance.
3-Project Manager in Al Wusta Mining LLC
Duties and Responsibilities
Strategic & Investment:
- Develop and supervise consultants and operators during the onset of mining for the Silica Sand within the concession area.
- Develop and manage the Silica Sand Business strategy for AWM together with the Operations Team of AWM and its partners in the Silica Sand Business to assure synergy and value add to AWM’s business in this segment.
- Lead AWM in the identification and development of feasible business opportunities related to the Silica Sand business (up and down stream) from inception to operation.
- Plan and execute the exploration program in the concession area, with the technical teams and the board members of AWM.
- Lead and manage different stakeholders related to the projects including but not limited to consultants, investors, technical partners, contractors, funding agencies and other stakeholders.
- Assist the Corporate Support Team in obtaining the relevant permits from different stakeholders.
- Approach strategic partners required to develop projects. This should be aligned to AWM’s Board.
- Develop Investment Proposals for potential silica-sand and downstream investments and present it Board of Directors (BOD) of AWM.
- Assist Operations Team with evaluation and prioritization of exploration tasks to identify projects with optimal potential to progress to the next stage and become a future cash-generator for AWW.
- Review the technical performance of ongoing projects.
4- Legal Associate
Duties and Responsibilities
Strategic & Investment:
- Assist Legal Counsel in preparing, revising and finalizing legal documents relating to projects undertaken by MDO; including:
- Contracts for consultants/investors;
- Tendering and procurement processes and procedures;
- Negotiation of project documentation with external parties;
- Execution of project documentation and project closing; and
- Development and improvement of the company template project documents
- Assist Legal Counsel in providing legal advice to internal departments.
- Assist Legal Counsel with preparation of MDO shareholder and board meetings.
- Assist Legal Counsel with preparation of MDO project companies’ shareholder and board meetings, and act as secretary to the Board of Directors of certain MDO project companies.
- Assist Legal Counsel in minimising legal risks, monitor compliance with local laws and industry regulator requirements.
- Assist Legal Counsel to resolve all disputes which arise with contract counterparties.
- Assist MDO Human Resources on employment matters.
- Review MDO policies and ensure department’s adherence to the policies.
- Liaise with ministries and regulatory bodies to build the required rapport between the Company and the regulator and remain abreast of upcoming changes in laws and regulations.
- Maintain current knowledge of the Minerals Wealth Law, the Labour Law and the Commercial Companies Law, and advise of any amendments that may affect MDO’s activities.
- Assist in management and communication with MDO external counsel.
- Perform all other related duties as required and assigned.
