2- HSSE & Engineering Executive1

The Role

JOB PURPOSE:

Implementation of the requirements of the HSSE & SP Control Framework and SAV HSSE Management System (HSSE-MS) in APME region and championing and delivery of the Hearts and Minds initiatives across the SAV organization (Sales and Marketing and Operations from operator to RGM). 

This role supports the implementation of policy and processes from the Group / S&D / Global SAV Centre of Expertise within the regional organization and surfaces ideas and inputs from the front line to support Best Practice sharing and HSSE performance improvements.  

To apply Engineering Principles, Methods, and Tools to develop and maintain the physical assets and processes, equipment and technological capabilities necessary to meet the Aviation Business objectives for the Region.

To act as a Subject Matter Expert on maintenance of assets, supporting the development of the Shell Aviation Maintenance Manual, and managing regional maintenance contractors.

To act as a Lead Permit Issuer (LPI) and provide support to HSSE and SCCA department in the implementation of the Permit to Work program, including the training and accreditation of regional Permit Issuers.

Principal Accountabilities:

Support the Regional HSSE & Engineering Manager and Country Operations Managers with the implementation of the HSSE & SP Control Framework at their locations, including local tailoring of the Hazards and Effects Management Process (HEMP) HSSE Case, coordinating Management of Change (MoC) assessments and documentation, Security Risk Assessments (SRA), Health Risk Assessments (HRA), Permit-to-Work (PTW), LOD-1, 2 and 3, Emergency Response Plan (ERP), NM/PI deep dive analysis, etc.

Support ROM to assess the risk profile in APME to identify sites that need specific HSSE and Engineering support.

Support HSSE and Engineering competence and capability building at the front line (Site Managers / Superintendents, Supervisors, Operators) including HEMP, MoC, PI/LPI training, etc

Support incident reviews and investigations including conducting Causal Learning, 5-Why Analysis.  Close gaps identified from LFIs/LFEs derived from S&D, SAV and/or the industry.

Develop annual HSSE and Engineering Plans for the region in line with the Global HSSE/Engineering Plans and support cascade to the Country and Airport levels.
Gather input for the Goal Zero Awards and the quarterly regional Best NM/PI.

Support the effective and timely closure of LOD 1, 2 and 3 audit action items.

Initiate Predict & Prevent Program by analyzing incident root causes and establish prevention plan.

Role supports the Sales and Marketing communities in the region and global resources including offering competence development and intervention for risks facing this community – supporting the Regional GM in areas such as office ergonomics, business travel, JMA/JMP, DDT, etc

Provide on-the-ground HSSE support for the evaluation, risk management and mitigation of HSSE risks / deviations to Shell standards for New Airport Entries (NAEs).  This includes coordinating environmental baselining, monitoring, and remediation.  Leads HSSE training for new to Shell / NOV staff in NAEs.  

Ensure that License to Operate requirements are complied with at airports in the territory including DDT, ERP exercises and drills.

Collect and analyze regional leading and lagging indicators to identify trends and potential opportunities to proactively mitigate risks

Support the development and collation of HSSE documentation for the Statement of Fitness (SOF) review as part of the Asset Integrity & Process Safety (AIPS) program.

Regularly conduct safety engagements, attend huddles, toolbox talks and conduct safety walks at airport locations.

Support the delivery of HSSE events in the region including the Safety Days and support to airport community safety events.

Demonstrate visible HSSE Leadership through regular site visits and working closely with site teams to achieve a Generative HSSE culture

Directly support specific operational sites, if needed, due to “stretched” HSSE resourced staff

As a member of the Global Engineering Team to work in full harmony with fellow members of the team to deliver the Engineering Scope Shell Aviation in the region.

Support the Regional Team with Aviation Engineering expertise and assure implementation of agreed regional investment plans.

Manage the Design, Engineering, Implementation and Commissioning of technical projects in the region within the CAPEX budget and in line with Shell Aviation Design, Engineering and Procurement practices, meeting pre-defined project specification requirements and Project Management Guidelines defined for Shell Aviation.

HSSE (remediation) and compliance projects

Asset Integrity and Process Safety

Major Maintenance projects

Vehicle replacement programme and leading the Site Acceptance Test

Engineering consultancy for TSA customers

Overall project management, financial planning, and cost tracking as part of the execution of the technical projects and liaison with central procurement and local tender boards for the endorsement on the procurement plan.

Manage all allocated projects in GSAP - Create, release, raise requisitions, cost control, service entries, run monthly reports, close projects and create settlement rules for depreciation, all in line with allocated roles in GSAP.

Support the Regional HOT Team for development of maintenance strategy for Fixed Facilities, based on Shell Aviation Standards and Guidelines. Provide support to Ops on the implementation of the SAMM.

Participate in JV Technical committee meetings to represent Shell to advice on technical issues with respect to development, management and operation of assets, in line with Shell Standards and Guidelines.

Manage maintenance contractors where necessary (Major Maintenance).

Make sure that the SSOW is implemented and used for all projects, act as a LPI/trainer in the region. Support to provide training for new PIs and refresh the training when required for existing PIs/LPIs in the region.

Execute Asset Integrity and Process Safety (AIPS) Audit Schedule, Physically Perform Audits as part of the process, Ensure SAV Application of Out-of-Scope Guidance Document Minimum Requirements, Statement of Fitness (SOF) for all Sites in the allocated regional area.

Cost Engineering and Estimation of technical projects as input to the network development process or preparation for budget approval.

Status reporting of CAPEX progress and engineering related non-conformances on a monthly basis.

Provision of technical advice and information to the allocated regional organisation during the Capex Planning process.

Work with the SMEs and Compliance team to learn from NMPIs / LODs / incidents (incl. relevant incidents across other COBs) / inspections to understand root causes and sustainable close out of gaps to prevent similar situation to occur again

Provide Engineering consultancy for any of the Shell (TSA) customers in building new FF or upgrading the same to the Shell and international standards (JIG/EI/API/DEPs etc)

Under a Technical Service Agreement or at the behest of the directors, provide HSSE advice to Shell NOVs.

The regional HSSE and Engineering executives may be asked to train and be certified as a SAV Compliance and AIPS Inspector.

KEY CHALLENGES:

Role requires regional travel throughout APME region and will require time away from home and management of travel arrangements.

This job requires a candidate both with general project management skills and specific engineering expertise in the Aviation Industry, with a deep knowledge of the specific engineering codes and standards applicable to the design, construction, commissioning and operation of fuel installations for the Aviation industry.

The incumbent will be involved in the realization of projects both for Shell and for Joint Ventures and is required to understand the particular constraints of the JV environment in the Aviation context. The incumbent will be the technical representative of SAV at meetings with internal clients, JVs, and local authorities, and is expected to be able to demonstrate a high level of expertise at these meetings. He / She should be articulate and self-confident. Knowledge of English language skills would be desirable.
